 Suffice it to say, and perhaps clear up the confusion for Duane,
 that transmitters are ACCEPTED and all other gear that emits RF
 (microwave ovens, computers, TV's, scanners) are CERTIFIED.
 But there must to be standards for certification.    The levels
 of RF emmission used to be the only standard but nowadays that our
 brillant congress has ordered the FCC to withhold cerification of
 scanners that do not lock out cell frequencies.
