Yes, but Starfleet does build warships. i.e. ENTERPRISE E, smaller than a 
Galaxy class but able to kick more booty than a Galaxy class.
DEFIANT class ships are smaller and cheaper to build and mainly designed as a 
weapons platform, we'll bne seeing a lot more of that class.
