Then the "non-assimilability" of shapeshifters is more of an inference on 
your part.
It could be argued that, since adaptation is the hallmark of Borg technology, 
the nanoprobes might very well adapt to shapeshifter biology and assimiliate 
them more or less like they do any other lifeform.
