All your reasons can be summed up under one:  AIDS has been treated like a 
political situation instead of as a communicable disease.  Had it been 
treated like other STD's from the beginning - syphillis, gonnoreah, etc. - it 
most likely would not have spread as widely as it has.

More money is being spent on AIDS than on diseases which kill far more people 
every year.  Cancer, for example.
