I suppose that is an evasive answer but it certainly isn't the Calvinist 
view:)
God reprobates according to His secret will or divine decrees.  He doesn't 
reprobate because He is unable to save the wicked.  He reprobates some and 
elects others according to His divine choice which is secret to us until 
after the fact.
