In general, yes, but I can quote a recent example. A very popular
echo over here is "penpal", and a few weeks ago I was trying to
establish a link with a guy in the South west of England, but were
having problems due one of his local sysopps not having his mail
flagged properly. We were exchanging a few messages discussing
how we could get the mail flow running properly and suddenly I got
a sarcastic netmail from the moderator, which in turn, put me up
on my high horse and I let rip at him with both barrels, saying
how surprised I was that there was such restrictions in a PENPAL
echo. He still wouldn't admit he was in any kind of error though.

A "Yobbo" is a nickname for a young male, usually a teenager, who
is bored with life in general, so rather than find something useful
to do, they go around, smashing or wrecking things for fun.

BTW, which echos do you moderate,..... this one?
Mine is RAIL_UK which deals with all technical aspects of railroads
including preservation. Unfortunately, it's not on the world backbone,
but if I had enough requests for it outside the UK, I'd have to look
into how to export it.
