Here in America, a lot of those "special rooms" are not really separate rooms, and are not well ventilated. Also, if you are a non-smoker and like to drink, most bar areas of restaurants are in the smoking portion, and the "families" in the non-smoking area complain about the drinkers who try to sit out with them. Here in Kentucky, it is a very hot topic, as Kentucky is a large tobacco producing state. In some places in Kentucky, the "special room" is a rather small one for NON-smokers, while the rest of the establishment is for smokers, because there are so many. However, Lexington has banned smoking in restaurants and bars (I think) and some locak restaurants here in Frankfort have done away with smoking areas.
