My husband had a big hen cockatiel (120+ grams, big for a pet store bird) and 
an especially small blue budgie.  The budgie was in charge.
Although, the first day we got Widget (our conure), that same hen marched 
into his open cage door and started eating his food.  This behaviour did NOT 
continue.
So I guess the rule is: They're GREEDY pacifists!
