What this has to do with the topic at hand is that the mindset of the
public servants and the utility employees does not have any clearly
defined ethical certainty.  They see NOTHING wrong with robbing nests,
or smuggling drugs.  This is a mindset of quite a few local inhabitants.
Can you understand THAT?
AND, If I might ask, what concern is it of yours?  If the moderator has
asked you to help with topicality, I haven't been made aware of it.
