Some are worse than others. Quakers are banned in several US states
because of their propensity for banding into flocks that can strip crop
fields bare. California, for example, does not allow them in the state
at all. If you are caught with one, it is euthanized immediately...
Not saying it's RIGHT, but it IS done. 
My conures, OTOH, may be noisy, but they're not so destructive as a
Quaker.
Every parrot species is a little different than the rest...
