In the last few years the rules have changed. The massacres in
Bosnia and Kosovo caused a change to allow the UN to act to
prevent genocide and ethnic cleansing.
In Kosovo the US and Nato forces won with no ground forces.
Aerial attacks were enough.

Or get Egypt to do it. The Arab League is backing the action now
also.
