The problem is cost. Sega wants a $200 machine with a 64-bit, 200 MHz RISC
CPU, 8-16 MB of RAM, and 3D hardware that's supposed to defeat its own Model
3 arcade machines. Those take up the bulk of the cost, leaving little room
for a high-end CD drive in the cost.

How do you know that you HAVE to license it first? Did Sony & Phillips
actually get a patent in? Did it even apply anywhere beyond the usual audio
CD players? Those only run at 1X speed, after all.
I have to say that I doubt that Sony would have such a strangle hold on the
industry. Otherwise, Sony's CD drives would be less expensive than their
rivals. If this were the case with phones, everyone would have to license
their phone-related technology through Bell first.
