&C1&D2 are the modem's power-on settings.  I even tried having
Binkley completely shut down, spawn another Desqview window to run FNOS,
then have it spawn a new window for Bink to re-load in after the ftp
session.  Figured that re-loading BNU and restarting Bink from scratch
would help to initialize the modem.  No good though - FNOS is keeping the
com port locked up until Bink has outbound mail.  When it tries calling
out, it seems to reset at that point.
