Why not take a look at WINSelect KIOSK and POLICY at
www.winselect.com
It blocks start, reboot, menus in programs, lets you set filters for
arbitrary edit boxes, lets you block buttons, allows you to direct file open
saves to listed dirs only, etc.
The full disclosure is that I'm a developer at the company that wrote
WINSelect, but hey.....
