Check your modem configs and what your modems response is to the DTR (Data
Terminal Ready) signal. It should be set so that dropping the DTR signal
causes the modem to hangup. On most Hayes compatible modems, that seems to
be setting the &D parameter to &D2.
Also needed is that the DCD (Data Carrier Detect) signal follows the remote
carrier and is not forced on. Most seem to use &C1 for this.
