There are 'legit' mod chips that can play imports but not backups.  Check out 
the REI webpage for source.

The Magic Card and Magic Strong Card are made for playing illegal copies, the 
AR will only play imports.  (or, you can wire up a switch yourself to 
accomplish that...)
So, you're first part no, I don't think PS chips should be illegal.  But, the 
Magic Card stuff should be since the only legitimate excuse you could have 
for using one would be if you made 'backup' copies to safeguard your now 
priceless (=without price) Saturn collection.
