This is NOT true.
'Telnet' is a specific internet protocol that behaves very much like a
dial-up connection. Except that it isn't.
'Telnet' is used over an existing Internet connection to, among other
things, emulate what a dial-up connection does.
'Telnet' works over an existing Internet (TCP/IP) connection. As with
other protocols such as HTTP and FTP, it can SHARE this link with other
protocols simultaneously. Thus you can have a 'telnet' session open at
the same time as you are retrieving web pages via HTTP, and also
downloading a file via FTP.
A dial-up connection, on the other hand, uses the entire connection for
the terminal session. It uses up a whole modem on each end, and the
whole telephone connection. No other communications is possible over
the line while the dial-up connection is in progress.
