Mark, I think that you would be an excellent choice as the proponent
of the proposal.  Do me a favor, would you?  Take a look at news.groups
and see what some of the other proponents are doing.  This is a good time;
we currently have a few really good proponents and a couple of first
class jerks who abuse the system.
 
All the docs for creating a new newsgroup are in news.answers, BTW.
