Yup. I am one of the news.groups gang.  That's why I said that 120
yes votes are needed; the standard is 100 more yes votes than no votes,
and over 2/3 of the votes being yes votes.  You can expect between 10
and 20 no votes on any proposal, so it takes at least 120 to win.
