Use the -a option to NETSTAT to see the broadcast address information, then. 
The broadcast IP address for an interface can be set using the `broadcast'
parameter to IFCONFIG in the setup script.

The output from `netstat -s' looks to be as it should, unfortunately, which
rather puts the kibosh on that theory.  The next thing to check is your
routing table, using the -r option.
