Yes, it's up to them to advertise, but they don't have to get Superbowl TV
spots or 4-page magazine spreads to do it.
And, of course, don't forget that there are badly-designed and
well-designed ads out there. A great game can have ads which tell you next
to nothing about the product, while you can have bad games that promise the
world with detailed feature lists. Just because a game is "there" doesn't
mean they WANT to buy it. They need to know what it's actually like to play.
