Constituents like pork. Pork is what gets pols elected.
This isn't a "Bush" thing - look at the spending growth curve for
the past 50 years. It far outpaces inflation and population increases.
Until people are willing to elect pols who are willing to hurt them, its
not going to change. Whenever the public is given a chance to, in essence,
vote itself largess from the public coffers - it will.
Look at all the whining about the proposed mil base closings. We're stuck
with a lot of hardware and bases that have no actual military value simply
because they provided "jobs" to some congressional district.
In essence this is what "pork" is - defacto federal jobs programs.
You're asking a junkie to kill the guy they get their smack from
