People do it all the time, and they do not secure permission. There is therefore no "need" to secure that permission. It's like claiming that what you say to other people may not be copied. Utterly ridiculous. It'd be like claiming you're not allowed to quote text from your correspondent's echomail message! People copy what they hear other people saying, have done so for eons, and will continue to do so as long as they exist as a species. Just because some people have figured out a way to charge money for others to listen to what they have to say, doesn't mean that they get to bypass that right. That's what it's all about -- charging money. Copying music doesn't infringe upon artist's rights -- it infringes upon their profits. Many of us don't get to profit from what we have to offer -- they are not exempt from this particular facet of the human condition. They have figured out a way to profit from their ability to produce, and I'm all for that. We have all done that. And what happens when it's no longer profitable? We find other ways to make a living. Artists make plenty of money in other ways -- and if production of recorded music is no longer a profitable venture, then others will have to find a way to profit from it.
