Yes, some people have used WaterGate on systems running NT 4.0, NT 3.51,
and also Win95.  If you had some questions about using it those
operating systems, you could try emailing visionary{at}brazerko.com (who
has used it under both versions of NT) or the author himself at
ramon{at}wsd.wline.se (who develops it under Win95, and probably knows a
lot about NT, too).
