What about the Sega Katana? It should have a lot of what you want in a
system. No DVD drive, but it should have a 12X drive (which, given the usual
console video of the PSX, is very good), which negates the problem more or
less.
And the Katana will undoubtedly have the best hardware as well. It should
perform with better performance than Model 3 arcade machines, which is
certainly good.

I think you mean Sega Rally, and that wasn't the first racer for the system
(didn't it come out in 1996?). I couldn't tell you what the first racer
actually was, but I know SR wasn't it.

Ah, but Samurai Shodown 64 probably won't "cheat" and keep you facing your
opponent!
There are plenty of original features, if you'd care to look. Virtual On,
for example; you have near-total freedom of movement, and it focuses more on
projecticle combat. Bushido Blade was basically the first fighting
"simulator," as one blow could end the fight and the game was largely
defensive. That's not a little difference, that's a big one.
