I believe it is some kind of diagnostic mode which was supposed to have been
done away with when the production ROM code was released - but somebody
"forgot" to remove or disable this block of code.
So, under certain (and from my knowledge, unknown) conditions, the modem
will somehow access this diagnostics or development program remnant and start
spitting out B TRIGGERED when carrier is present.
Power-cycling the modem terminates this rogue program and stops B TRIGGERED
right then and there.
