The Peter Principle at work!  Our State is currently undergoing some 
important changes regarding standards -- their being raised!  Imagine 
that!  However, the changes occurred only after educators, parents, 
businesses, and administrators (promoted educators?) got together to 
play.  It's been several years in the making.  
Interestingly the Commission on Student Learning has said that the Whole 
Language approach to learning offers students the best learning 
opportunities.  The commission cited New Zealand with the second best 
literacy rate in the world as an example where Whole Language is alive 
and well.
