I connect to paonline through netcom.
And it appears that the slowdown is somehow caused by INJOY.
I have tested by using the "Call Other Provider" dialer and
manually running FiFTP and I get the 2700+ cps transfer rate.
Looking back at the INJOY, for some reason I began having connect problems
around the first of the month.
If I use anything other than the "make slow" setting, I get
disconnected as soon as the negtiation is finished and the connect rate is
displayed.
I have no idea why.
