Really?  Can you give a source for that comment?  Near as I can recall, 
asymmetric link speeds were part of the drafts well before the final draft.
I can't remember any modems being shipped as V.34 based on earlier drafts but 
perhaps you can enlighten me as to which manufacturers were shipping modems 
based on drafts prior to the final clean draft (ITU-T temporary document 57) 
and describing them as V.34.
