Sounds like it might be a configuration glitch in your Netscape dialer.

Realizing that it's a catch-22 situation, I would strongly recommend
upgrading to the latest version of Netscape that is available for Windows
3.1

Also, I'd suggest posting the scenario in the Fidonet NETSCAPE echo, along
with pursuing it in WINDOWS and here.

If you can't get a newer copy of Netscape; hopefully you still have the
original archive of the v2.11 product. Try removing the Netscape and
Netscape dialer completely from your system (except the installation
archive, of course).

Reboot.

Reinstall Netscape, paying very close attention to the parameters you
define in the dialer. I'd suggest calling your ISP as well; perhaps they
know some specific issue with that version of Netscape.

I must confess, I have zero experience with Netscape via dialup.
