One of the "problems" is that there are several "versions" of "winmodems",
and they operate differently - some impose a much higher cpu load on your
system than do others. USR Winmodems, for example, don't represent much of a
cpu load in comparison with some other "HSP" (Host System Processor) modems.
When properly installed on a suitable system, they work as well as any modem.
