No, they don't. Winmodems are essentially "controllerless" modems, RPI
modems only used the PC CPU for data compresion and error correction -
everything else was done in hardware.

Nope. USR offers _many_ models that are not "Winmodems", with Plug and Play
that can be disabled.
There is a case that can be made for an RPI modem, though: What's the data
rate on the DTE link with a 53,333 connect, transferring a text file with,
say, 2:1 compression - first with an RPI modem, and second with a "normal"
modem?
