Not true all the time, Chris.
With the HST protocol, you get 14K/450 or 12k/450 (forward channel/back 
channel).
With V.34+ (another asymetric transfer protocol) you can get 33.6K/28.8K 
(transfer and receive) or other rates.  With initial line probes and agreed 
connect rates may be represented differently (hence reported differently) on 
each end.
What the user is describing DOES happen, and is NOT - repeat NOT out of the 
ordinary.
