You are incorrect, it's possible to have two different connect speeds.
There are TWO channels between modems, this fact was exploited by the
file transfer protocol HS Link. These two channels do not have to be the
same speed though in the past some cheaper modems did not allow the
channels to run at different speeds.
 
Each modem is reporting only one channel as the connect speed, and they
are simply at different rates
