 Yes, you can run a 56k modem through DOS, if it's hardware configurable and
not a "Windows only" modem.  Also, if you're jumpering it for what I'm 
going to refer to as a "non-standard" configuration, for lack of a better
term, your DOS comm program has to be able to support it.  For instance, when
I bought my ZOOM 56k modem and jumpered it for com4, IRQ12, I had to abandon
my beloved Telix for Terminate because Telix couldn't recognize IRQ's above
9.  
Additionally, the bbs you're dialing into has to be "digital" on their end,
otherwise you'll only end up with a 28.8-33.6 connect. One of the boards I 
call 
is, and I connect there between 38,000 and 42,000, which is about the same
as I get though my ISP.  I Wouldguess that high speed connections are much
more "finicky" about the "cleanliness" of the line, and that's why
I'm not approaching the potential 56k speed.
So anyway, the short answer is yes, you can run a 56k modem in DOS, and 
probably at a rate close to what you connect in Windows.
