That's not really a problem. Some lines just won't support the max speeds.
A good example:
If I call out on one modem back in to the other, I get a 33.6K connect every
time. The modems are on analog ports behind an ISDN TA. IOW, my lines here
are as clean as they get. I can call from the office over a regular pots line
and sometimes connect as low as 16800, and never any higher than 21600. Our
office analog lines suck. I can take the modem at work and connect it to a
pots port off our ISDN router and call and get 33.6K connects.
