Run the line into the modem first, then back out to the phones. That way the
modem controls the line and leaves the phones with an open circuit while the
modem is in use. IOW, take the line straight into the LINE input of the
modem. Then take the PHONE output of the modem back to the other phones. The
only cost might be for a dual Jack where the modem is if you want it to look
nice. Otherwise, just splice the wires.
