Howdy Phil,

Firstly I have said for many years that PC comms. can be one the most 
frustrating/difficult parts of computing! (As if you didn't know that already 
:)
Based on what you have tried already (apparently), I would suggest -
 - try a  different operating system (even temporarily). If your problems are 
occurring in Windows, do they also occur in dos?
 - try as much of your setup as possible at a friend's place. Including
   modem (AND cable), software & configs.
 - try accessing a different data source. Does the problem occur on the    
Net, and ALL bulletin boards for example.
 - keep a record of what you think may be relevant. Sometimes sitting    down 
and examining the problem after the event does help. (I've done 
   some of my best programming in the shower :)
