Of course. Two modems have to have the same protocols supported to connect
at any given speed. HST Couriers offered 9600 and above using HST - not
V.32. Those that had them could enjoy 9600+ connects with other
similarly-equipped modems, long before V.32 modems became inexpensive, and
therefore popular.
The "dual standard" and V.everything modems support both the proprietary HST
and the ITU protocols.
