When there were a few 16,800 HST-based BBS locally, I found that v.32
modems would only connect to them at 2,400.
Here is the text from a "Symptom and possible solution" section of an
Intel SatisFAXtion 400i manual:
Symptom:
Modem does not connect at 9600 bps to another 9600 bps modem
Possible Solution:
The remote modem is using a proprietary (non-industry standard)
protocol when operating at speeds faster than 2400 bps. This problem
occurs with US-Robotics HST, and Trailblazer PEP modems. There is no
solution to this problem; you can communicate with these modems only at
speeds of 2400 bps or less.
