Eric's suggestion uses helpdefs, though, which is not what Nick is looking
for (per his message) and does not support hyperlinks.
for a .HLP file that supports hyperlinks, etc, try downloading the GETHELP
stuff from ftp://ftp.semware.com/TSE-Pro/gethlp20.zip
there is no section in the manual covering this because there is no way to
create true TSE-style .HLP files.  however, the GETHELP macro provides
extensive support for doing this.  the documentation isn't great, but it's
not too bad, and besides it's free.

I'ts very easy.  I attach one of my personal HLP files.  From it you can
see how it's done.
In my UI file, I include the two lines below to call and load the file:
           quickhelp(HELPEOS2)
#include ["eos2.hlp"]      // FIND help   mapped to #F1
