I'm not aware of any problems in this area.  And (of course ), it
seems to work fine here, under NT 3.51, 4, and 95.
Does it happen every time, is there some way to reproduce it, or does it
appear to be sporadic?

I'm running TSE-Pro 2.80b.  All of a sudden I'm getting reverse
results when CAPS-LOCK is on.  When CAPS-LOCK is on I get lower case
chars, and when CAPS-LOCK is off I get upper case chars.  This is only
happening when I'm in the editor.  Any other editor, including the
16bit version of TSE works correctly.  Is there a bug in TSE-PRO 2.80b
or did I inadvertently change something in the TSE setup?
