Wes, the UART generates an IRQ when it has a whole byte ready - it doesn't

The modem doesn't have anything to do with IRQs. It does buffer the data,
and it sends it _serialized_ to the UART at the port rate. There is _no_ IRQ
activity on the "serial" side of the UART.
