Dead straight.  The IOC is not responsible for setting ethics in society
unless it is directly related to the sport.
It would have been 400ng if he smoked just before competing and 100ng
if he spent 1 hour per day for 6 days in a room of 8-10 smokers and
he never took one puff, according to drug authorities in Canada.
