I remember sitting at the 1993 Washington Seminar kickoff
briefing when we were told by President Maurer that the new
resolutions procedure was being instituted because the old one
was no longer workable. As far as I know, the changes never
officially became part of the constitution. I don't know how many
have made it out of committee with the necessary support of 5 state
presidents, but I would think few if any. I remember feeling as
you do that this was nothing more than a further attempt by the
national leadership to consolidate its power. As I see it,
currently the convention is supreme authority only on paper and
this will change only if enough participants finally
get enough of the status quo and do something about it. There have
only been a few miner issues like the Horoscope calendars that the
convention was able to overrule, and I wonder if like Nac revoking
the accreditation of a small agency only once in its history, this
was done just to build a record and say later that the convention
prevailed over the board on this issue.
