I had the exact same problem when I upgraded from v2.5 which is the
16 bit version for DOS to 2.6 which was the first 32 bit version for
Windows. I beat my head against the proverbial brick wall before I
realized that I was running a Windows program, not a DOS program.
The solution I found is do not "create a MS-DOS program .pif file",
but rather run it direct in the shortcut! Hopefully it will work as
well for you as it did for me.
