Posting of new groups is done in the Groups Forum.  This forum should be
for lists only, and not even messages like mine.  Thus it can be an
open "LISTS" forum, available to the public, without being cluttered with
postings.
The "formal" protocol for system sponsored forums is to end them with a
"#" sign to indicate that it is a sponsored forum.  Therefore your forum
should be:
                        RELIGION.MORMON.ADM#
A few sponsored forums predate this scheme and don't conform.  Also the
concept of "Carried on UPD" is out of date since UPD no longer accepts
calls as it did in the early days of Majornet.  I guess a better term is
"Majornet Sponsored Forums" vs: "System Sponsered Forums".
I posted this so that your forum could be properly named before it gets
entrenched.
