Senate Appropriators Ready FY 2004 DOD Funding Bill
The Senate is scheduled to consider the FY 2004 Defense
Appropriations Bill next week. Committee work was completed earlier
this week, and follows swift House passage of the companion bill,
H.R. 2658 on July 8. Total funding for the three defense science
and technology categories (6.1, basic research; 6.2, applied
research, and 6.3, advanced technology development) is $495 million
higher in the House bill than in the Senate bill.
The Senate Appropriations Committee's recommendations for each of
the three categories are provided in total and by service branch and
for defense wide (labs, etc.). The Senate numbers are subject to
slight change. Note that transfer, or devolvement, of research
programs and accompanying funding from the defense wide category to
the service branches makes apples-to-apples comparisons somewhat
difficult.
AGGREGATE 6.1 (basic research) funding would increase 1.1% in the
House bill, and would decline 4.0% in the Senate bill.
AGGREGATE 6.2 (applied research) funding would increase 2.2% in the
House bill, and would decline 4.8% in the Senate bill.
AGGREGATE 6.3 (advanced technology development) funding would
increase 20.0% in the House bill, and would increase 17.8% in the
Senate bill.
TOTAL AGGREGATE 6.1, 6.2, and 6.3 funding would increase 10.4%, from
$10,772 million to $11,891 million in the House bill. It would
increase 5.9% in the Senate bill to $11,409 million.
ARMY 6.1 funding would increase 54.1% in the House bill, and
increase 52.0% in the Senate bill.
ARMY 6.2 funding would increase 18.2% in the House bill, and
increase 3.7% in the Senate bill.
ARMY 6.3 funding would increase 10.2% in the House bill, and
increase 1.4% in the Senate bill.
TOTAL AGGREGATE ARMY 6.1, 6.2, and 6.3 funding would increase 18.4%,
from $2,142 million to $2,536 million in the House bill. It would
increase 8.1% in the Senate bill to $2,316 million.
NAVY 6.1 funding would increase 16.0% in the House bill, and
increase 19.9% in the Senate bill.
NAVY 6.2 funding would decline 17.7% in the House bill, and decline
13.6% in the Senate bill.
NAVY 6.3 funding would increase 13.7% in the House bill, and
increase 17.2% in the Senate bill.
TOTAL AGGREGATE NAVY 6.1, 6.2, and 6.3 funding would increase 1.7%,
from $2,031 million to $2,065 million in the House bill. It would
increase 5.5% in the Senate bill to $2,143 million.
AIR FORCE 6.1 funding would increase 52.8% in the House bill, and
increase 50.0% in the Senate bill.
AIR FORCE 6.2 funding would increase 8.0% in the House bill, and
decline 2.3% in the Senate bill.
AIR FORCE 6.3 funding would increase 85.9% in the House bill, and
increase 44.3% in the Senate bill.
TOTAL AGGREGATE AIR FORCE 6.1, 6.2, and 6.3 funding would increase
44.9% from $1,751 million to $2,537 million in the House bill. It
would increase 23.0% in the Senate bill to $2,153 million.
DEFENSE-WIDE 6.1 funding would decline 55.0% in the House bill, and
decline 69.2% in the Senate bill.
DEFENSE-WIDE 6.2 funding would increase 0.7% in the House bill, and
decline 6.1% in the Senate bill.
DEFENSE -IDE 6.3 funding would increase 7.6% in the House bill, and
increase 17.3% in the Senate bill.
TOTAL AGGREGATE DEFENSE-WIDE funding would decline 2.0% from $4,848
million to $4,753 million in the House bill. It would decline 1.1%
in the Senate bill to $4,797 million.
