Just because you don't see how doesn't mean that it doesn't or can't
happen. As an ISP don't you see bandwidth throttled by usage even if you
don't support this yourself?

I honestly don't see how a server could prioritize it since it's simple

access which would all look the same from the server end.

Idle time not idle network. I don't know if network is prioritized.
Regardless the server can prioritize if it wishes.

Who defines the activity as "idle time"? The system doing the
activity? What if you have other systems sharing the bandwidth who

it? Does the "idle time" activity set a QOS bit that can be used to
