Well in this case the user would like to prioritize, in fact the user would
like to prioritize it right off the list of things to do.. 

I honestly don't see how a server could prioritize it since it's simple
file access which would all look the same from the server end.

     Who defines the activity as "idle time"?   The system doing the
  activity?    What if you have other systems sharing the bandwidth who need
  it?    Does the "idle time" activity set a QOS bit that can be used to
